SOLUTION: In steps ST11 to 15, the background color of an input picture before rotation is judged and all of the pixels of an output picture to be prepared by rotating are initialized by the background color in advance. In a step ST21, the input picture and the output picture are assumed to be obtained by respectively spreading all over plural input dividing blocks and output dividing blocks arranged corresponding to a rotary angle to set the coordinate position of the width of the dividing block. In a step ST26 and a step ST27, pixels except the background color among the pixels of the dividing block of the input picture are copied to a dividing block in the output image corresponding to the input dividing block based on the coordinate position and the width.
