A load rope 32 turns about 360 deg., with one end thereof fastened to and held by a first holding shaft 25, around the guide fixing disc 28 through the load side thereof while it is successively pressed onto the guide roller group 30..., reaches the load side of the original position, and further reaches a second holding shaft 26, where the other end is fastened and held. When a load is added to a load small wheel 40, the load causes a tension in the load rope 32. Since the second holding shaft 26 receives the load directional force by this tension, and the first holding shaft 25 travels in the opposite direction, the both mutually cannot move in any direction by mutual competition, and are laid in static state. Accordingly, since the load is self-braked by the load rope 32, the energy can be saved.
