Zusammenfassung:	PROBLEM TO BE SOLVED: To obtain a cosmetic material and a dermatological preparation, especially an oil in water type emulsion. SOLUTION: This oil in water emulsion is obtained by containing (a) at least in total of 85 wt.% water based on the total weight of a preparation, a water soluble substance if necessary, and at most in total 15 wt.% lipid, emulsifying agent and lipophilic component, (b) at least one kind of surfactant selected from a group of an alkylmethicone copolyol and/or an alkylmethicone copolyol and (c) one or more kinds of lipid component containing the lipid phase of the emulsion, and (d) the weight ratio of (b) to (c) is selected from 0.10-0.25 range.
