PROBLEM TO BE SOLVED: To elevate and lower panels speedily and easily and to fasten it at desired height reliably. SOLUTION: As a fastening part 19 which can be fastened at a plurality of fastening grooves 17 provided along the height of a panel is biased by a spring 21 in the direction of the fastening grooves 17 at all times, the panels 5a and 5b (5) are reliably held at locations at predetermined height at the time when the fastening part 19 is fastened in the fastening groove 17. In addition, as the fastening between the fastening part 19 and the fastening groove 17 is easily released via an operational part 23 provided at the upper surface of a top plate, it is possible to make the panels 5 freely elevated and lowered and to hold the panels 5 at locations at desired height by simple operations.
