SOLUTION: A stroboscope 2 for for irradiating the light receiving face of a solar cell 5 is provided and a voltage generated from the solar cell 5 upon irradiation is detected by a voltage detecting means 4. A snow decision circuit 21 compares the voltage with a specified level and makes a decision that snow is not deposited if the former is higher and then delivers a detection signal 31.
