Zusammenfassung:The present invention addresses the problem of estimating a constrained amount of electric power when the amount of power generated on the consumer side is constrained. In the present invention control pattern information for controlling power generation on the consumer side is configured such that a first time band in which power generation is constrained and a second time band in which power generation is not constrained appear continuously alternating with each other. A power generation amount estimator estimates a potential amount of power that would have been generated if power generation by a distributed power generation device were not constrained in the first time band on the basis of a first amount of power generated in the first time band and a second amount of power generated in the second time band. The power generation amount estimator may also calculate as the constrained amount of electric power the difference between the potential amount of power generated and a first upper limit value for constraining the first amount of power generated.
