Zusammenfassung:PURPOSE:To electroyze an aq. soln. of alkali halide with low electrolytic voltage by forming a gas and liquid permeable porous layer having no electrode activity on the surfaces of a cation exchange membrane and disposing an anode and a cathode via said layer. CONSTITUTION:In a filter press type electrolytic cell constituted of a cation exchange membrane 1, a cathode chamber frame 2, a cathode conductive plate 3, a cathode chamber frame 4, a cation exchange membrane 5, an anode chamber frame 6, an anode conductive plate 7, an anode chamber frame 8, etc., four opening parts 13-16 which communicate with each other are provided near the corners of the above-described exchange membranes 1, 5 and the frames 2, 4, 6 and 8, thereby forming passages for liquid, gases, etc. The anode 20 in the frame of said plate 7 consists of a porous Ti plate coated with Pt, etc., and the cathode 19 consists of a porous Fe plate coated with Pt, etc. The membranes 1, 5 consist of fluorine-contg. polymers or the like contg. carboxylic groups or the like, and the fluorine-contg. polymer suspended with powder of Ti oxide or the like on the surface thereof is coated in a laminar state thereon, these are pressurized and heated to couple, whereby the porous layers are formed.
