An upper reservoir (50, 30) has an outlet (61) linked with the pump (40). The housing (10) contains a ballast (25) in the lower compartment, the ballast having a weight and position to maintain the dispenser in an upright position with the outlet (15) below the reservoir (50/60) when the reservoir is full of liquid. An electronic controller in the lower compartment controls the pump according to a desired dosing regime and a wireless communications interface is configured to receive control instructions from a user.of a food item based on the food classification and the volume.
