The apparatus has an electrolysis tank same as the hydrogen-storing tank, and an anode suitable for storing hydrogen. The anode is made of a material which binds reversibly hydrogen by adsorption or other physical or chemical process, then connecting the reserve as cathode, repeatedly releases the bound hydrogen from the reserve by heat, pressure reduction, or in counter-direction flow effected by the voltage. The material of the electrode is metal hydride, carbon nanotube, or other material suitable for binding protons reversibly.
