Zusammenfassung:A layer (I) containing an inactive polyisocyanate (A) and at least one polymer (B) reactive towards the polyisocyanate, is produced as an aqueous suspension and is storage stable and has latent reactivity in both a dry and solid state. Independent claims are also included for the following: (1) Production of the layer (I) by: (a) mixing an inactive polyisocyanate (A) suspended in water with an aqueous dispersion or solution of a polymer (B) reactive towards polyisocyanate, (b) applying the resulting dispersion (II) to a substrate at a predetermined thickness, and (c) removing water at a temperature below the reaction temperature of the isocyanate, such that the resulting dry, solid layer is storage stable and latently reactive at temperatures lower than the reaction temperature of the polyisocyanate (A) and the polymer (B). (2) Production of storage stable, latently- reactive powders by: (a) removing water from the dispersion (II) at a temperature below the reaction temperature of (A), (b) processing the resulting mass to a powder, at below the reaction temperature of (A), and preferably (c) applying to a substrate, such that the resulting powder is storage stable and latently reactive below the reaction temperature of (A) and (B).
