A user equipment UE implements dual connectivity and/or carrier aggregation within a communications network, being able to perform simultaneous measurements for serving and second carrier, the second carrier being a dual connectivity and/or carrier aggregation target carrier. Following an idle and/or an inactive mode of operation the UE determines the initiation of a connection and implements a measurement behaviour starting from the determining, the measurement behaviour configured to reduce setup delay with respect to the implementing dual connectivity and/or carrier aggregation. The measurement behaviour may be determining there is no detected cell for the second link and measuring the second carrier. Alternatively, the UE may determine it has valid measurements for the second link and report these to the network. The UE may determine it has invalid or incomplete measurements and may validate these over a validation period or measure over the second link based on an index reading time period.
