A building evaluation unit (52) acquires an overall predicted value, which is a predicted value for the entire space as calculated using a plurality of predicted values for the plurality of areas. Further, the area evaluation unit (51) evaluates the predicted value for each area using partial evaluation criteria, which are evaluation criteria applied to each area. Further, the building evaluation unit (52) evaluates the overall predicted value using overall evaluation criteria, which are evaluation criteria applied to the entire space.
