An air-conditioning control device according to the present invention is provided with an evaluation unit which, using, as inputs, package management data, air-conditioner operation data, and sensor measurement data that are received by a reception device, a package arrangement determined by a package arrangement determination unit, and an air-conditioning operation state of an air-conditioner determined by an air-conditioning operation determination unit, and by means of a package model, an environmental distribution model, and an air-conditioner model that are stored in a storage device, calculates, as an evaluation value, at least one of a package temperature, temperatures at a plurality of positions in an indoor space, and power consumption of the air-conditioner to determine an optimal air-conditioning operation state and an optimal package arrangement. The evaluation unit carries out the calculation of the evaluation value repeatedly while changing one or both of the package arrangement and the air-conditioning operation state to determine the optimal air-conditioning operation state and the optimal package arrangement.
