Telecommunications control in a self-organizing network

A control system comprising a policy manager 206 is described. The policy manager 206 is configured automatically to coordinate self-organising network functionality in a self-organizing network. The policy manager may be configured to: coordinate centralized self-organizing network functionality and distributed self-organizing network functionality; coordinate self-organizing network functionality amongst different use cases, wherein the network is technology-specific; coordinate self-organizing network functionality amongst different radio access technologies; coordinate centralized inter-cell load-balancing functionality with distributed user-number load-balancing functionality; harmonize network optimization parameters amongst the different use cases; and, coordinate centralized inter-radio-access-technology load-balancing functionality with distributed inter-radio-access-technology load-balancing functionality.
