A method comprises selecting at least one of scheduling information and data rate information for a data stream associated with an application in dependence on at least one of radio information and application information. In a particular embodiment, a scheduling priority indicator (SPI) and bit rate for data transmissions over the radio interface is selected based on application type or size and cell load or radio link conditions. A QoS scheduler is provided with the additional cell congestion information and application information in order to select the most appropriate SPI and nominal bit rate (NBR). Deep packet inspection is used to detect applications and provide that information to the RNC.
