Anchoring system and method

An anchor system 110 includes an anchoring device having a cone (28, fig 3) and a shear sleeve 130. A load isolation device 146 is in operable communication with the anchoring device and is releasably affixed to the sheer sleeve by a releasable member (48, fig 2), optionally a shear screw. The anchoring system actuates only upon reaching a setting location by requiring the load isolation device to release and shift before actuation of the anchoring device can occur. Preferably, actuation is achieved via shoulder (50, fig 2) of the load isolation device contacting shoulder (52, fig 2) of the cone to provide load to actuate the anchor. The anchor system also requires that the shear sleeve extends beyond a terminus of the load isolation device to an extent to ensure that the shear sleeve must engage a separate structure 164 receptive thereto before the load isolation device is actuated.
