The element e.g. upper filtering fleece (7), has a hydrophobic filter surface area (10) permeable to air before normal usage of the element. The surface area loses a permeable property during the normal usage of the element. The surface area is obtained by application of epilamine and comprises fluorinated polymer. The element is made of a permeable filtering material, and the surface area is smaller than an entire surface of the element. A case (12) and the element surround an interior volume (11) of a filter device (1).
