A measuring process for measuring the quantities of fine material and/or filler forming part of the paper pulp or paper, in which the progression time of the laser pulse in the paper pulp or equivalent in the paper is measured. The progression time is proportional to the path covered by the laser pulse, which increases when the laser pulse is scattered in the paper pulp or equivalent by the fine material or filler incorporated in the paper. The quantity of fine material or filler incorporated in the paper pulp or equivalent in the paper is determined on the basis of the progression time measurement. The invention further relates to a measuring device for measuring the progression time of the laser pulse in the paper pulp or in paper. The measuring device includes a transmitter 1 for transmission of the laser pulse 2, a receiver 3 for reception of the laser pulse and measuring members 4, by which the progression time of the laser pulse in paper pulp and equivalent in paper is measured.
