The system has an information transmitting unit (1) including an optical fiber unit (7) whose end embarked on a ship is fixed with laser beam emission units having a laser diode (19). Another end of the optical fiber unit is located at an altitude different from that of the ship. An electro-absorption modulator (9) modulates laser beam based on radioelectric signals.
