By executing machine learning processing using user state information input to a user terminal by a user participating in a meeting via a communication network, a user state estimator configured to estimate a user state, for example, a degree of interest, a degree of understanding, and a degree of fatigue of a user on the basis of at least one of an image or voice of a meeting participant user is generated. Furthermore, the user state is estimated on the basis of an image and voice of a meeting participant user by using the generated user state estimator, and identification information and an icon indicating the estimated user state are output to the user terminal.
