The present technology relates to a distribution device, a distribution method, and a program that enables to reduce a communication amount while maintaining a natural motion of an avatar.The distribution device according to the present technology includes a reception unit that receives first motion information indicating a motion of a user, a distribution unit that distributes second motion information indicating a motion of an avatar corresponding to the user, to a terminal that displays the avatar, and an adjustment unit that adjusts an information amount of the second motion information distributed by the distribution unit in accordance with the first motion information. The present technology is applicable, for example, to an information processing system that provides an application for reflecting a motion of the user who uses the terminal connected via a network on the avatar in a virtual space.
