Zusammenfassung:	Provided is a switching valve capable of maintaining a satisfactory contact state between a contact surface of a rotor and a seat surface of a stator in a rotation range of the rotor. A stator 30 is provided with a plurality of inlet ports P1 to P3 and outlet ports P4 to P7 through which a working fluid passes, a rotor 50 is provided with at least two through-holes 51 and 52 and communication grooves 53 to 55 which are able to selectively communicate between the inlet ports P1 to P3 and the outlet ports P4 to P7, a casing 20 is provided with a fluid inlet opening 21 which communicates with each of the through-holes 51 and 52, and at least one of the through-holes 51 and 52 always communicates with any of the outlet ports P4 to P7 of in a rotation range of the rotor 50.
