Zusammenfassung:	The present invention provides a blocked polyisocyanate composition, an aqueous blocked polyisocyanate composition dispersion, an aqueous coating material composition, and a coating film,the blocked polyisocyanate composition including the following components (A), (B), (C), (D) and (E), and satisfying the following conditions (1) to (3):component (A): a polyisocyanate derived from an aliphatic diisocyanate;component (B): a nonionic hydrophilic compound containing an active hydrogen group;component (C): a difunctional or higher polyether polyol;component (D): a monool obtained by polymerizing an alkylene oxide having 3 or more carbon atoms; andcomponent (E): a pyrazole-based compound,(1) a mass ratio of a structural unit derived from the component (A) with respect to a structural unit derived from the component (B) (((A)/(B)) ratio) is 60/40 or more and 90/10 or less;(2) a content of a structural unit derived from the component (C) is 0.1% by mass or more and 10% by mass or less with respect to a total mass of the blocked polyisocyanate composition; and(3) a content of the component (D) is 0.05% by mass or more and 6.5% by mass or less with respect to the total mass of the blocked polyisocyanate composition.
