In a case where a second user setting is set to the communication apparatus (301), the transmission means does not transmit the second information, to the main base station, indicating a quality of a signal received from the base station of the 5G communication system conforming to the 3GPP standard even in a case where the communication apparatus is located in a location near the base station of the 5G communication system conforming to the 3GPP standard.
