The motor controller includes a first box body, where the first box body includes a first surface and a second surface that are opposite to each other along a thickness direction of the first box body, the first box body is provided with a cooling water passage, and the cooling water passage includes at least one first opening on the first surface; at least one IGBT module, where the at least one IGBT module is arranged on the first surface and is inserted into the cooling water passage through the at least one first opening; a capacitor, where the capacitor is arranged on the second surface and is connected to the IGBT module, the capacitor includes a housing and a capacitor core, the capacitor core is arranged in the housing, and the housing is provided with a heat dissipation opening configured to expose the capacitor core; and a heat conducting member, where the heat conducting member covers the heat dissipation opening, and one side of the heat conducting member is in contact with the capacitor core to conduct heat and the other side is in contact with an outer wall surface of the cooling water passage to conduct heat.
