VEHICLE LIGHTING DEVICE AND VEHICLE LAMP

A vehicle lighting device (1) and a vehicle lamp (100) are provided that can secure a necessary total luminous flux even when an input voltage fluctuates and suppress an increase in the rate of change of the total luminous flux. The vehicle lighting device (1) according to an embodiment includes a socket (10); a substrate (21) provided on one end portion side of the socket (10); a plurality of light emitting elements (22) provided on the substrate (21); and a control element (26c) provided on the substrate (21) and electrically connected to the plurality of light emitting elements (22). The control element (26c) turns on some of the plurality of light emitting elements (22) when the input voltage is lower than a first voltage. The control element (26c) turns on all of the plurality of light emitting elements (22) when the input voltage exceeds a second voltage higher than the first voltage. The control element (26c) turns on all of the plurality of light emitting elements (22) and changes at least one of total luminous flux of the plurality of light emitting elements (22) and current flowing through the plurality of light emitting elements (22) according to the input voltage when the input voltage is equal to or higher than the first voltage and equal to or lower than the second voltage.
