Zusammenfassung:	Disclosed in embodiments of the present application are a video coding method and apparatus, a device and a storage medium. The method comprises: according to an actual coding weight of each macroblock subset of a current video frame in a previous video frame, and an actual coding code rate of each coded macroblock subset in the current video frame, predicting a precoding code rate of the current video frame for coding of a current macroblock subset; and on the basis of a code rate difference between the precoding code rate and a pre-allocation code rate of the current video frame under a current network bandwidth, adjusting an actual coding quantization parameter of the current macroblock subset in the previous video frame to acquire a target coding quantization parameter of the current macroblock subset in the current video frame.
