The feedback codebook generating method comprises: determining a configuration mode of a hybrid automatic repeat request (HARQ) process, the configuration mode of the HARQ process comprising "enable" and "disable"; and generating a feedback codebook according to the configuration mode of the HARQ process, the feedback codebook comprising feedback information corresponding to an enabled HARQ process.
