Zusammenfassung:Provided is a ship allocation plan creation method, an operation method, and a ship allocation plan creation device capable of creating, without simulation, a ship allocation plan in consideration of both stable supply of raw material from a plurality of loading ports to a transit port and a plurality of unloading ports and minimum transportation cost. A ship allocation plan creation method of creating a ship allocation plan that includes a schedule of transporting a plurality of brands of raw material by ship, comprises a transit port brand aggregation process (S200) of performing calculation for unloading and mixing predetermined brands to aggregate the predetermined brands as a new brand at the transit port, wherein the new brand results from the mixing at a mix proportion to have a desired composition required at the plurality of unloading ports, and is included in brands to be transported to the unloading ports.
