Zusammenfassung:	The present invention provides a method to prompt a user to perform appropriate handwashing based on the state of a hand or hand fingers of the user. A handwash monitoring system includes an imaging unit (10), a detector (21), and an abnormality type determination unit (22). The detector (21) detects a first candidate abnormality existing in a hand of a user from a first image captured by the imaging unit before handwashing, and detect a second candidate abnormality existing in the hand of the user from a second image captured by the imaging unit after the handwashing. The abnormality type determination unit (22) determines a type of an abnormality on the hand of the user based on a comparison between the first candidate abnormality and the second candidate abnormality.
