The train-moving machines (81, 82, 83, 84, ..., 8m) each draw one of railroad trains (11, 12, 13, 14, ..., 1n) in a rail yard (2). The control device (7) transmits a traction command to the train-moving machines (81, 82, 83, 84, ..., 8m) based on an operation schedule. The train-moving machines (81, 82, 83, 84, ..., 8m) each move, based on the traction command transmitted from the control device (7), to a first location specified by the traction command to couple with an appropriate one of the railroad trains (11, 12, 13, 14, ..., 1n), and draw the one of the railroad trains (11, 12, 13, 14, ..., 1n) from the first location to a second location specified by the traction command.
