Zusammenfassung:	[Solution] A welded steel pipe obtained by forming a steel plate having a thickness of 6 mm to 20 mm into a cylindrical shape, by butting both ends in the width direction of the steel plate and by performing one-layer submerged arc welding on both inner and outer surface sides, the steel plate having a specified chemical composition, in which Pcm calculated by using the equation Pcm = [C] + [Si]/30 + ([Mn] + [Cu] + [Cr])/20 + [Ni]/60 + [Mo]/15 + [V]/10 + 5[B] from the constituents of the weld metals on the inner and outer surface sides is 0.140 to 0.185.
