The resin layer (2) contains a thermosetting resin, a diene rubber, a tackifier resin, and a vulcanizing agent. The thermosetting resin contains a flexible epoxy resin. The tackifier resin has a softening temperature of 75°C or more and 100°C or less. The tackifier resin has a bromine value of 30 gBr2/100 g or more.
