At least one core layer (12) comprises a plastic and first and second core surfaces (13, 14) and at least one perforation (20). A security element (11) extends through the at least one perforation (20) of the at least one core layer (12) from the first core surface (13) to the second core surface (14) and comprises at least one first region (17) overlying part of the first core surface (13) and at least one second region (18) overlying part of the second core surface (14). The or each at least one perforation (20) defines a tab (21) and the security element (11) extends through the or each at least one perforation (20) twice.
