A method for improving the paging response speed of a UE, comprising: a UE resides on a first cell of a first network, the UE being in an RRC connected state; when a first preset condition is met, an access network device sends a first message to the UE, the first message being used for instructing the UE to enter an RRC inactive state; the access network device records that the UE is in an RRC inactive state; in response to the receipt of the first message, the UE enters an RRC inactive state; when a second preset condition is met, the UE resides on a second cell of the first network, and the UE is in an RRC inactive state; the first cell and the second cell are the same or different.
