Zusammenfassung:An aspect of the present invention is a vehicle control system comprising: a use permit generation unit that generates a use permit including user information that is information specific to a user of a vehicle; an encryption unit that electronically signs the use permit by using a prescribed private key; a storage medium that stores the electronically signed use permit if the use permit has been determined to satisfy a prescribed condition indicating that the use permit is a legitimate use permit by using a public key corresponding to the private key; and a vehicle control unit that performs an action enabling the user to operate the vehicle if information stored in a personal identification medium that stores user information of a user who is trying to use a vehicle or information paired with user information and the user information included in the use permit stored in the storage medium satisfy a prescribed condition.
