Zusammenfassung:	A vehicle control system comprising: a determination unit that determines, in a service for moving a prescribed vehicle from a certain point to another point by having multiple users perform a relay, a prospective user wishing to use the vehicle and a scheduled-use vehicle; a use permit generation unit that generates a use permit including user information, and permission application information indicating permitted content for an application regarding use of a determined scheduled-use vehicle; an encryption unit that electronically signs the use permit by using a private key; a vehicle control unit that in the case in which the electronically signed use permit has been determined to satisfy a prescribed condition indicating that the use permit is a legitimate use permit by using a public key corresponding to the private key, performs an action enabling a prospective user who is trying to use a determined vehicle to operate the vehicle on the basis of the permission application information if information stored in a personal identification medium that stores user information of the prospective user or information paired with user information and the user information included in the use permit satisfy a prescribed condition.
