To provide a refrigerant control system and a cooling system capable of maintaining usability.A refrigerant control system is a refrigerant control system for controlling a first refrigerant flowing through a first circulation passage 61 connected to a compression unit 20, including a storing unit 30 which stores a first refrigerant, a first sub-pipe 71a which is connected to an outlet side pipe 62a, a second sub-pipe 71b which is connected to an inlet side pipe 62b, a first opening/closing valve 72a which is provided in the first sub-pipe 71a and is capable of switching whether to flow the first refrigerant in the outlet side pipe 62a to the storing unit 30, a second opening/closing valve 72b which is provided in the second sub-pipe 71b and is capable of switching whether to flow the first refrigerant in the storing unit 30 to the inlet side pipe 62b, and an opening/closing control unit which controls an opening/closing state of the first opening/closing valve 72a and the second opening/closing valve 72b on the basis of a setting temperature of a second refrigerant set according to a predetermined method.
