Zusammenfassung:	An object is to provide an electrical steel sheet having an insulating coating, the electrical steel sheet having excellent coating peel resistance that can be exhibited during stamping process, so that sticking of the coating to a die is inhibited.An electrical steel sheet having an insulating coating includes an electrical steel sheet and an insulating coating disposed on at least one of surfaces of the electrical steel sheet. The insulating coating includes a composite containing P and Al and having an aspect ratio of 1 to 10, the composite has a particle diameter of 10 nm to 1000 nm, and the insulating coating has a thickness of 500 nm to 2000 nm.
