One method (1000) includes transmitting (1002) a handover request to a target device. The handover request includes: first information indicating that a source communication network corresponding to a source device is unable to support a predetermined quality of service; and second information corresponding to capacity of the source communication network. The method (1000) includes receiving (1004) a response to the handover request.
