Zusammenfassung:A HARQ-ACK sending method, a receiving method, a terminal and a base station are provided, the HARQ-ACK sending method includes: determining one PUCCH resource for transmitting HARQ-ACK of a SPS PDSCH from at least one PUCCH resource for transmitting the HARQ-ACK of the SPS PDSCH, wherein the at least one PUCCH resource includes at least one first type of PUCCH resource, and the first type of PUCCH resource is a PUCCH resource for carrying more than 2 bits of information; and sending the HARQ-ACK of the SPS PDSCH on the determined PUCCH resource.
