Zusammenfassung:	The present invention provides: a rubber composition for tire treads for winter, which gives tires excellent in terms of wet performance and performance on ice and snow; and a pneumatic tire for winter obtained using the rubber composition. The rubber composition for tire treads for winter of the present invention comprises one or more conjugated-diene-based rubbers comprising 30 mass% or more specific conjugated-diene-based rubber, one or more plasticizers comprising a specific plasticizer, silica, and a silane coupling agent, wherein the content of the specific plasticizer is 5 parts by mass or more per 100 parts by mass of the conjugated-diene-based rubbers, the content of the silica is 30 parts by mass or more per 100 parts by mass of the conjugate-diene-based rubbers, the content of the silane coupling agent is 3-30 mass% with respect to the silica content, the specific plasticizer has a glass transition temperature of -50°C or lower, and the conjugated-diene-based rubbers and the plasticizers have an average glass transition temperature lower than -50°C. The pneumatic tire for winter of the present invention includes a tire tread part produced from the rubber composition for tire treads for winter.
