Zusammenfassung:	A hybrid power transmission and a vehicle having the hybrid power transmission. An engine (1), a generator (5), and a motor (9) are coaxially arranged; a first planetary gear mechanism (4) is separately connected to a crankshaft (2) of the engine (1) and a rotor (51) of the generator (5); a clutch (7) comprises a first driving end connected to a planet carrier (42) of the first planetary gear mechanism (4) and a second driving end connected to a gear ring (61) of a second planetary gear mechanism (6), wherein the first driving end and the second driving end are involved in engagement and disengagement; a rotor (92) of the motor (9) is connected to a solar wheel axle (64) of the second planetary gear mechanism (6). When the motor (9) performs driving, the clutch (7) is disengaged from the engine (1) and the generator (5) to avoid a drag resistance of the engine (1); when high acceleration is required, the clutch (7) is engaged, so that all the torques of the engine (1) and the motor (9) can be linearly superimposed so as to improve the power performance of the vehicle.
