Zusammenfassung:	A railcar braking device (1) includes: an air brake (4) that applies a braking force to a wheel (W) joined to an axle shaft (34) with a pressure of air and includes a discharge valve (40) for reducing the pressure of air; and a controller (6) that, when there is a predetermined difference or larger in rotational speed between a plurality of axle shafts (34), controls the air brake (4) to only discharge air from the air brake (4) by controlling the discharge valve (40) and to release, for a predetermined period of time, the braking force applied to the wheel (W) joined to the axle shaft (34) rotating at a relatively low speed.
