Provided is a system operation support device and method in a power system, the system operation support device and method being capable of performing operation support for a power system operator in order to stabilize the power system, and also provided is an application system of the system operation support device and method. The system operation support device in a power system stabilizes the power system and is characterized by being provided with: a predicted accident time system state calculation unit receiving measured data, a system topology, and a target accident type as inputs and calculating a system state and a predicted accident time system state; a control menu calculation unit receiving the results of the predicted accident time system state calculation unit as inputs and calculating a control menu; a restoration control means calculation unit receiving the result of the control menu calculation unit as an input and calculating a restoration control procedure; a restoration prevention control procedure calculation unit receiving the result of the restoration control means calculation unit and a target restoration time parameter as inputs and performing a power generator output adjustment time simulation, a necessary prevention control amount calculation, and a prevention control procedure calculation; and a display unit displaying the restoration control procedure and the prevention control procedure.
