A user apparatus includes a reception unit configured to receive a DL-UL configuration indicating resources used for DL (Downlink), resources used for UL (Uplink), and flexible resources in TDD (Time Division Duplex) from a base station apparatus, and receive UL scheduling; a transmission unit configured to perform UL transmission to the base station apparatus based on the DL-UL configuration and the UL scheduling; and a control unit configured to determine a target value, and to control the UL transmission based on the target value, a UL resource use rate being controlled not to exceed the target value.
