Zusammenfassung:	Provided is an operation plan creation device with which is created an operation plan for a plurality of components to be mounted on devices, said operation plan creation device comprising: a setting data acquisition unit which acquires setting data for each device, which includes operation start times of the components, information which relates to scheduled times for carrying out inspections of the components, and information about the components which are candidates for allocation to the devices; an operation plan creation unit which, using the setting data, creates data of an operation plan which includes operation periods of the components from the operation start times to the scheduled times for carrying out the inspections; and an allocatability assessment unit which assesses the allocatability of the components.
