Zusammenfassung:To maintain excellent heat insulation properties close to the heat insulation properties immediately after the manufacture for a long period of time by suppressing an increase in the thermal conductivity for a definite period of time from immediately after the manufacture of the vacuum insulation panel. A method of manufacturing a vacuum insulation panel in which a core material 1 made of inorganic fibers are wrapped with a stainless steel plate outer packaging material 2, and an inner space 3 of the outer packaging material 2 that wraps the core material 1 is made a vacuum state, in which the water content contained in the core material 1 is set to 0.05% by weight or less, the surface roughness Ra of a surface that is an inner space side of the outer packaging material 2 is 0.2 µm or less, and, with a pressure of the inner space 3 of the outer packaging material 2 held at 1 Pa or less, a peripheral part of the outer packaging material 2 is sealed by welding.
