A method of operating a thermal energy exchanger (1) for exchanging thermal energy between a first and a second fluid, the method comprising the steps of: recording in a control system (12, 19, 22) a plurality of data sets, each set including for a different point in time a value of the heat exchanger effectiveness (HXeff) and values of flow (ϕ) of the first and second fluid in a first duct (4) and in a second duct (5) and a value of a dehumidification rate (DHu) of the second fluid; the control system (12, 19, 22) determining for the thermal energy exchanger (1) a characteristic transfer function (37); the control system (12, 19, 22) determining a maximum flow value (ϕ) using the determined characteristic transfer function; the control system (12, 19, 22) limiting the flow value (ϕ) to the determined maximum flow value.
