A light-emitting element housing member (A1) includes a mounting part (26) meant for mounting a light-emitting element (9) and includes a substrate (21) that includes a bottom base material (22) having a rectangular shape in a planar view and a wall member (23) provided on the bottom base material (22) to enclose the mounting part (26) in a U-shaped manner and have an opening (27) in at least one portion thereof, wherein the substrate (21) is integrally formed of a ceramic.
